my apartment complex is no longer allowing residents to park in guest spots? can they do that?

the apartment complex that I live in allows each unit to have one parking spot and you have the option to purchase a garage. I currently live with three people and we use both the parking spot and the garage as parking. The additional person parks in a guest spot which we have been doing for a year now and was told that residents may park in guest spaces. However now the complex has changed their rules and are no longer allowing residents to do this and will tow people if they do. Are they allowed to just do this? The lease says that up to 4 people may live in a unit so where do they expect the other 2 people to park.

Remember, all rental property is PRIVATE PROPERTY and your
permission to be on it is your lease. THE garage and
carports are also private property. IF you cannot negotiate
a “deal” favorable to you for the parking, EXCLUDING ANY
city ordinances assuring a tenant or visitor specific parking
rights, you get none.
