“Puttin’ on the Ritz” means to dress with fashion, inspired by the stylish Ritz Hotel. They talk about Gary Cooper, who was an actor in the ’20s that, I guess, had a sophisticated sense of style during his time.
Irving Berlin changes the lines in the song to match with the 1946 film, “Blue Skies”. It soon became popular for artists to cover, whether it’d be eletronic or swing.
